JFJCM for Patuha Geothermal Power Plant Unit-2
With the Japan Fund for the Joint Crediting Mechanism (JFJCM), the Patuha geothermal power plant Unit-2 construction aims to adopt advanced low carbon technologies for further decarbonization of the grid.
Activities performed:
- 1) Identify options of advanced low-carbon technologies that would be optimal to Patuha Unit-2 geothermal power plant.
- 2) For the identified technology options,
- · Identify technical specifications and evaluation and qualification criteria to be reflected in the bidding documents
- · Estimate the incremental cost of deploying such technologies
- · Develop a rough methodology for calculating CO2 emission reduction

The project to develop medium- and long-term geothermal development policy in Indonesia
West JEC’s objective was to support the Government of Indonesia to establish a model of mid-long term geothermal development and to enhance its capacity in geothermal resource development to promote the geothermal development in Indonesia.

Data Collection Survey for Kamojang and Hululais Geothermal Power Plant Projects
The objective of this survey is to conduct a detailed geothermal resource evaluation with due consideration of the results of exploratory drilling, both in the Kamojang and Hululais geothermal fields to provide constructive recommendations toward realization of the geothermal resource development.

Geothermal - Republic of Indonesia
Sarulla Geothermal Power Plant Phase II
In August 2006, the Consortium of Medco-Ormat-Itochu has been granted the rights for the development of the 340MW at the Sarulla Geothermal Concession Area. The Consortium has committed to build and operate 300MW geothermal power facilities at two of the fields within the Sarulla Concession area; Namora-I-Langit (NIL. 200MW) and Silangkitang (SIL, 100MW). Kyushu Electric Power Co., Inc. (the mother company of West JEC) has expressed interest in joining the consortium.
West JEC as an owner’s engineer prepared plans for four Stages to carry out the advisory duties for the Project.
- · The first Stage was the integration of all the data which has been collected up to date and to organize them into a comprehensive Development and Construction Plan (resource and power facilities).
- · The second stage was an optional set of activities to detail design and assist the Consortium in negotiating the different contracts.
- · The third stage included all the required advisory during the development of the steam field and the construction-to-commissioning of the power facilities.
- · The fourth stage (currently undergoing) is the advisory of the geothermal reservoir management as the power plant is in operation.

Consultancy services for the construction of Borinquen-I Geothermal Power Plant
The objective of West JEC’s consultancy is to achieve an efficient and proper implementation of construction of Borinquen I Geothermal Power Plant (55MW) through:
- 1) Technical Advising through the development stages of the geothermal reservoir
- · Validation of the conceptual model of the geothermal reservoir prepared by the ICE.
- · Technical advisory to ICE for the implementation of the simulation of the numerical model for Borinquen geothermal.
- · Technical advisory and validation of the strategy for geothermal resources exploitation.
- 2) Technical advisory for the bidding process of the electromechanical equipment, for the plant’s powerhouse.
- · Review of the conceptual design prepared by ICE.
- · Capacity building in the latest advances on geothermal plant engineering.
- · Advice ICE through the implementation of the technical evaluation of potential EPC contractors’ bids and issue their concurrence with the tender Technical Evaluation Report.
- · Advice ICE on the evaluation of the financial offers from potential EPC contractors’ and issue their concurrence with the Financial Evaluation Report.
- 3) Revision of the Contractor’s powerhouse design
- · Render technical advising as requested by the ICE for the approval process of the EPC contractor detail design, including but not limited to plant layout, piping and instrumentation, plan’s performance, balance of plant BOP, flow process diagrams, electrical diagrams, and performance testing procedures.
- · Technical support for ICE engineers at the Factory Acceptance Tests of main equipment.
- 4) Supervise the progress of the construction works through the quarterly Works Progress Reports from ICE to JICA and periodic Site of works inspections.
- · Revision and recommend on steam pipelines installation, separation station, power generation plant and transmission line works. Review costs estimations,
- · Review and recommend on site’s occupational safety and health, project schedule, duration of work activities and construction schedule critical path.
- 5) Witnessing the power plant commissioning tests done by the EPC contractor.

Consultancy services for design and supervision of works for Las Pailas II Geothermal Power Project
The objective of West JEC’s consultancy was to achieve an efficient and proper implementation of construction of Las Pailas II Geothermal Power Plant (1 x 55MW) through:
- 1) Evaluation of geothermal resources by reservoir simulation
- 2) Support in the bidding process of electromechanical equipment of the power plant
- 3) Review the design of the power plant delivered by the contractor
- 4) Check the progress of the works by reviewing the Quarterly Progress Report
- 5) Check the progress of the works by visiting the project site at least once a year
- 6) Attend the factory test and commissioning of the powerplant
- 7) Review the results of the tests performed by the Contractor of equipment.

Feasibility Study for Guanacaste Geothermal Power Development Projects (Las Pailas II and Borinquen)
West JEC carried out a feasibility study in Las Pailas area (Las Pailas II expansion plan) and the Borinquen area, in the Guanacaste province. Through this study, the construction of a 55MW x 1 additional unit in Las Pailas and 50MW x 2 units in Borinquen resulted feasible.
West JEC has undertaken the following tasks:

Capacity strengthening for Geothermal Development in Kenya
The Kenyan government established the Geothermal Development Company Ltd. (GDC) in order to accelerate the development of the geothermal resources in Kenya. West JEC provided capacity building to GDC’s engineers and staffs to reduce the risks of geothermal development and appropriately supply steam to the Independent Power Producers (IPP)s.
West JEC has undertaken the following capacity building:

Consulting Engineering Services for the Optimization of the Olkaria IV geothermal field
West JEC formulated an optimization development plan following the operation of the Olkaria-I Power Station (3 x 15MW) and Olkaria-II Power Station (3 x 35MW) in the Olkaria Geothermal field. As a result, expansion of power generation capacity in the Olkaria-I area (Olkaria IAU-4&5 2x70MW), rehabilitation of the existing Olkaria-I power station and new development in the Olkaria-Domes area (Olkaria IV 2x70MW) were recommended.

Japanese Grant Aid Project for the Improvement of the Power Supply in the Island of Youth, Cuba
In Cuba, 80% of the power supply is dependent on thermal power generation derived from imported oil, and a stable power supply through the diversification of power sources is a priority issue. Against this background, the Cuban government is aiming to increase the introduction rate of renewable energy on the island of youth located in the southwestern part of the country. The government of Cuba requested support from the Japanese government for the purpose of installing new storage battery facilities. With JICA grant aid, West JEC is carrying out the following work for new installation of storage batteries and EMS (energy management system) to promote the introduction of renewable energy.

The Project for Improvement of substations in Lilongwe City
Regarding power facilities in the Republic of Malawi, many substations are experiencing frequent failure due to aging, and the supply capacity is already limited. Therefore, it is expected that power transmission and distribution facilities will not be able to match the future power demand. In particular, in the capital city of Malawi, where major industries are concentrated and the population is increasing, trouble has occurred at the main substation and several problems have appeared. By the JICA grant aid project, WEST JEC is carrying out the following work for the reinforcement of the 132kV KANENGO and 66kV Old Town substation with the aim of strengthening the power supply in Lilongwe.

Study on Geothermal Power Plant Construction Project in the Laguna Colorada Field
In order for ENDE (National Electricity Company) to play an effective role in the Laguna Colorada geothermal power plant construction project, West JEC conducted production tests and environmental monitoring. Using the test data obtained in these tests, West JEC has transferred knowledge and enhanced a general understanding of technologies related to geothermal development. In addition, West JEC conducted reservoir simulation and H2S dispersion simulation using the obtained data, and transferred knowledge for analysis of test data and its application to geothermal development.
